Luis is a graduate of Coral Gables High School and earned a Bachelor of Science in Civil Engineering from the University of Florida with High Honors and worked for two years with a real estate development firm before returning to UF for law school, earning his law degree in 1978 and joining the Florida Bar in 1979. He and his partner, Jeff Cutler, have practiced together as DE LA CRUZ & CUTLER since 1989.

Luis's practice focuses on real estate, title insurance and transactional law and through the years has represented buyers, sellers and lenders and been involved in numerous complex commercial and residential transactions. He is an agent of Commonwealth Land Title Insurance Company and Old Republic National Title Insurance Company. For more than 35 years, he been an active member in a number of professional organizations, including the Florida Bar, American Bar Association, Dade County Bar Association, Coral Gables Bar Association and Cuban American Bar Association.

Luis has achieved "AV Preeminent Rating" with Martindale Hubbell, reflecting the highest professional and ethical standards in the legal community.

Luis is presently a Councilmember for the Village of Key Biscayne and serves on the Board of Governors of the Key Biscayne Yacht Club.
